Strategic Direction and Planning Framework
The plan, approved by senior U.S. Air Force leadership, is a long-term document set to be updated annually until 2029. It aligns with the framework of the National Defense Authorization Act (NDAA) for Fiscal Year 2025, which calls for a clear strategy to maintain and expand U.S. combat capabilities over the next decade.
The primary objective is to secure sufficient capacity not only for the defense of U.S. territory but also to support allies and maintain a global presence, with a strong emphasis on the Indo-Pacific region.
Budgetary Reality
The USAF has long highlighted budgetary pressures. According to the presented data, it faces an annual deficit of approximately $400 million in fleet operations and maintenance. While the document does not directly request new funds, it recommends that Congress consider a budget increase to meet the planned objectives.
Furthermore, the budget is strained by concurrent programs, including the development of the next-generation fighter (NGAD), F-35 modernization, the procurement of the F-15EX, and the need to keep aging F-16 and A-10 fleets operational until they are fully replaced.
